Recently, Dr. Attali also served as conseiller d'Etat, in Paris, and has advised the United Nations General Secretary on nuclear proliferation. From May 21, 1981 to April 15, 1991, he served as special advisor to the President of the French Republic, Francois Mitterrand, after which he founded in 1990 and was the first president of the European Bank for Reconstruction and Development in London.
